Does a resident alien gifting a foreign real estate property to a non-resident qualify for the lifetime gift tax exemption?

I am a resident alien living in the US on a TN work visa and I want to gift foreign real estate property to someone who is neither a resident nor a citizen of the US. Will the gift qualify for the lifetime gift tax exemption?
