Do I need to take any action if I received an email saying 540 and 3514 forms are ready to finish, but my taxes are already filed and pending? Did it file incomplete?

I've never used turbotax and don't understand how it would file without all the necessary forms. Do I need to amend my returns now or disregard the email?

Neither. Those forms are California state forms.  Most likely your federal returns have transmitted, but your CA returns have not.  You will need to sign in to TurboTax and enter the CA state interview to complete those returns and finish e-filing.
