Just go to irs.gov and read the screen presented to you. Then select the "Non-Filers - Enter Payment Info Here" button.
Understand that if you complete that form it will *NOT* be possible for you to e-file a 2019 tax return.
It's also unclear if you will be able to e-file a 2020 tax return either.
When you use the non-filers form on the IRS website, that will mark your SSN as "used", and any attempt to e-file a tax return later *WILL* *FAIL*.
Does that still pertain if I filed 2019 taxes already and they were accepted but not processed?
I literally didn’t know I needed it for my daughter’s Fafsa or I wouldn’t need it at all. And Irs.gov locks me out every time I try to log in.
It depends on how you filed the 2019 tax return. If you e-filed, and now go complete the non-filers website, you will not be able to e-file a 2020 tax return.
Bottom line is, if you complete the non-filers information on the IRS website "at this time", then you will not be able to e-file a 2020 tax return since you told the IRS you will not be filing a 2020 tax return. Then, if you mail a 2020 tax return to the IRS I have no doubt that will cause an issue of some sort.

A59. The Economic Impact Payment’s Non-Filers tool was not intended for use by taxpayers who also needed to file a tax return with the IRS for tax year 2019. If you used the Non-Filers tool to register for an Economic Impact Payment, you cannot now file your tax return electronically. You must complete and print a paper 2019 Form 1040 or 1040-SR tax return, write “Amended EIP Return” at the top, and mail it to the IRS. If you owe tax, you should pay it in full by the July 15 due date. Interest will be charged after July 15 on any amounts that are not paid by July 15.
