In doing 2018 returns, I received a 1099-R due to a 401(k) disbursement I had to take for a hardship. I get all the way to the end and it tells me that the 5329-T form is not ready. What does this mean? Does this even apply if I had the 10% penalty withheld at the time of disbursement?

No effect that I'm aware of. The IRS will process returns as scheduled on 1/28/2019. Official IRS Announcement. When your form is ready, you may proceed to file as usual.
