My 2019 tax return has not been accepted by the irs, efile didn't work for some reason. I already received my state refund last year. I mailed a print copy of my 2019 1040 to the irs and they still do not acknowledge receipt. Do I use "0" for AGI? btw, IRS owes us thousands of dollars, plus stimulus checks.

The IRS does not acknowledge receipt of our 2019 return and they have no idea where it is "physically" located in their system. They do not want us to resubmit it. It is so frustrating. We live on Social Security and when the government owes you thousands of dollars, it does affect you.
If social security is your only income you should not have any withholding for taxes from that income. Once that is established you do not need to file tax returns. You social security income will not be taxable.
