How do I file for my kids child care if the facility is no longer open and was shut down by the state?

Same as you would if they were still open ... enter how much you paid and to whom.  If you can't get their EIN for the form 2441 you will need to mail in your return.  May I suggest you efile without the credit then amend later to add the form 2441 which needs to be mailed.
