Phone support is not provided with the Free Edition.  If you are using a paid version of the software or if you purchased PLUS you can get phone support when customer support is there.  Otherwise, post your question here and someone will try to help.

If you have tax due to the IRS then you can mail a check or money order with the 1040V voucher by April 15, 2019 or you can pay directly on the IRS site:

If you have tax due to the state, then you need to look at how your state wants to be paid.  Most states want a check or money order --or want you to pay on their own tax website with a credit or debit card.
