What is the phone number for assistance

I would like to talk to an assistant for a question concerning me entering the amount of state refund I received for 2017 in 2018.  I input that amount and now its asking me for "the total of all your payments and withholding" I do not understand the question....Does it mean to input what I paid to the state the year before??
