The changes to Form 2210, Underpayment of Estimated Tax by Individuals, Estates and Trusts, are scheduled to be updated in a release currently planned for March 29, 2019.

The IRS JUST released it a few days ago.  If you want to take advantage of that provision, you will probably need to wait at least a couple of weeks until they add it to the software.

Alternatively, if you are between the 80 and 85% threshold, go ahead and fill out Form 2210 anyway, and have the IRS, rather than TurboTax, calculate the penalty, since it will be zero.

thanks for the responses, I haven't filed yet, so I'll wait and see if a subsequent TurboTax update incorporates this change.
