You seem to have a question about a 2019 tax return.   When did you file the return?   If you filed after the filing deadline in 2020, and you owed tax due, it is owed with late filing penalties and interest.

TurboTax does not receive any information from the IRS or your state after your return was filed, so no one at TurboTax knows about a letter you received from the IRS or the state.

the IRS or state would send you a letter detailing the penalties and the reason. It should also have instructions on how to contest the findings. There are many types of penalties, so if you provide the type, we may be able to suggest ways to mitigate them
