Why am I not getting my full state tax amount refunded?

Paying federal and state income taxes is not a guarantee that you'll receive a refund of those same taxes. Tax refunds (both federal and state) are a function of your taxable income and taxes withheld in relation to the tax bracket that you are in.

From the information you provided, there is no way for Turbo Tax to determine why you are not receiving a larger refund.
