If you mean that the taxing agency seized part of your refund to pay a debt that you owed, it does not affect the amount of your reportable refund. You report the whole thing.

If you mean that the taxing agency seized part of your refund to pay a debt that you owed, it does not affect the amount of your reportable refund. You report the whole thing.

No you do not subtract the amount that was offset to pay the debt you owed.  You "received" the refund--it was just used to pay your debt.
