I paid my 2019 voucher, thinking it was my payment for my 2018 taxes. Now I'll have to pay approx. 8500 to the state and feds and they've already got about 9500 from me. This is the first time I ever used a 1099 and have always been a w-2. Is it possible to receive a refund before the next tax year?
The payments were sent certified mail, on written checks of which I have the banks scans.

Ok ... so instead of using the payment voucher for the 2018 balance due you accidentally used the first quarterly estimated payment 2019 voucher so you still owe the balance due .... now were you not going to make any 2019 estimated payments ?
If you were you have started well( and you can stop anytime... the fed/state are not expecting any payments) ... you just have to pony up the balance dues.
If you had no intention of making any estimated payments and want that amount already paid applied to the 2018 balance dues then you will need to contact both the feds & state to ask if that can be switched from 2019 to 2018.
