No. Normally not. However, if your W2 indicates that NJ taxes were withheld then you would need to file a NJ return to reconcile those taxes.
In the "My Info" section scroll down to "Other State Income" and indicate "Yes" you earned income in another state and select "NJ" from the dropdown. This will generate the NJ non-resident form.
Once you have entered everything in the federal interview you will start your NJ state return. You will allocate zero wages to NJ since you did not physically work in NJ at all.
Once you complete the NJ return take note of any income that was taxed and any NJ tax on that income. You will use those numbers to complete your DE resident return.
Your resident state taxes all income from all sources. On your resident return you will claim a credit for taxes paid to another state to mitigate the double taxation.
