A year later and the exact same issue is occuring. Why? What is the solution?

There is no need to clarify. Your program simply will not allow me to click yes on the Eligible Virginia Educatoe question. It is impossible to proceed with my taxes. After sitting on the phone for nearly an hour this past weekend, nothing has been resolved. This is a huge TurboTax issue, it is known, it is a year old, and not fixed.
