On the Wisconsin state return, Med Care Ins SmK line 13 keeps rejecting. Why won't TurboTax save the numeral I'm putting in line 13?

You shouldn't be putting anything in the form.  Instead go through your Wisconsin return until you reach a screen that says Here's the income that Wisconsin handles differently. From here go to, Medical>medical care insurance.  Follow the prompts to record the correct information.  see if this will remove the error.
