On the "Tax History Report" what does the Tax expense" line refer to?

That's Line 7 of the Schedule A... or, total state an local income taxes paid during 2018 (or sales taxes for a state without an income tax), plus Property taxes, plus Personal Property taxes ...up to the max of $10,000 for 2018, but no limit in the earlier years.
