On paper, my 1099-B lists my net gains/losses at 16.85 and total proceeds at 710.69. But when filing on intuit, it lists it as 17 and 711 evenly. Why the discrepancy?

All amounts on a tax return are rounded to the nearest dollar, even if you entered them with cents.

not quite. Schedule D is rounded. If you print Form 8949 you will see the pennies there.
