On 1099 int (Turbo tax) form. It does not have a block(s) for Payers TIN or payee TIN. Just the name of the payer? In either case? is a TIN required? Thank you

No - Neither the Payer's TIN or payee's TIN are necessary when entering the 1099-INT.
