Ok so I paid 190.00 to get my taxes done in turbo tax I was suppose to get 3800 back from state which the keep and sent to irs was suppose to get back 3100 from fed. Never got any of it and fed says I

What does the IRS say?

 

Just paying the fees does not file the return.  Did you continue on and  go all the way through the File tab, through the 3 steps and hit the big orange Transmit Returns Now button?

When you efile you get back 2 emails.  The first email only confirms the transmission.  The second email says if the IRS (or state) Accepted or Rejected your efile.  Accepted only means they accepted your return FOR Processing.  Not that your return is right.

 

When you log into your account you should also see the status and if it was Accepted or Rejected, Started, Printed, Ready to Mail, etc.  what does it say?

And actually I did not understand your post especially the middle part. Can you try asking again clearer?  The comment box is much bigger to type your whole question.

 

Did you efile or mail your return? They didn't start opening the mail until June that's been stacking up. Back in March the IRS closed their processing centers and stopped processing mailed tax returns.

If you efiled....Was your return Accepted? First double check your efile status here

Make sure you are using the refund amount from your actual federal tax return and not the combined amount Turbo Tax showed you at the end. That was for federal and state combined.

$3,800 for the state seems like a lot.  there are several possibilities why the State would send the money to the IRS and the IRS would not send you the refund you say they owed you. 

1) you owe the IRS for back taxes and never responded to their notices 

2) you owe for non-IRS debts such as child support - you should have gotten a letter from the Bureau of the Fiscal Service to explain the offset call (800) 304-3107 to find out if there is a pending offset of your refund and for how much. In addition, you will get an explanatory letter from the BFS if your refund is offset.

3) there are errors or omissions on your returns which resulted in an increase in your tax liability - you should have gotten explanatory notices 

 

TT receives no info about this so call the state they may redirect you as follows

 

you can your state department of revenue for clarification

 for the IRS 800-829-1040

When asked for SSN do nothing it will ask twice
Then 2
Then 4
You should then be transferred to an agent, but there is likely to be a long wait.
