Ok so I just had twins on November 1, 2017 their almost 3 months old can I claim them on my 2017 taxes? I live in California

Yes of course you can claim your newborn twins born in 2017. Make sure that you say they lived with you for the whole yea. That way you will get all of the child related credits that you qualify for. You are allowed to say that for mewborns. Congrats!
