Why is my refund reduced when I use the provision for 2017 earned income being less than my 2016 earned income? Can I just use my 2017 earned income?

Oh, this hurricane question again.  Unless you lived in a hurricane area, this question does not apply to you.  If you did live in a hurricane area, you can choose whichever income gives you the best result on your tax return.  We are requesting that TurboTax clarify this question.  It is confusing.
