NYS Underpayment penalty

Every year, TurboTax wants to calculate my "underpayment penalty" for my OVERpayment of New York State Taxes.  NO, it is not because we receive a lot of income in January and didn't pay tax.  Every year, we apply the prior years NYS overpayment to the next year.  I am hoping that sometime the program will be fixed
