Ny W2 line 19. My employer took the local tax out of my pay, but I live on Long Island not in the 5 Boroughs. What can I do?

You would file a NYC tax return reporting zero NYC income and claiming a full refund of the withheld tax.

Of course, you also should contact your employer to stop the withholding of city tax in the future.  (I don't believe the employer can refund the city tax that was withheld last year, that's been sent to the city and you get it back by filing a return and claiming a refund.)
