I filed NY IT-201, standard deduction via Turbo Tax.
NY responded "the NYS tax you reported on your return reflected a computational error based on the NY adjusted gross income and taxable income your reported. We adjusted your return to correct this error."
NY reduced my refund by $71.

Without seeing the forms, I could not hazard a guess. We do have an accuracy guarantee. Scroll down and select the most current year. Enter your information and the state letter.
NY fixed it, although they gave no explanation. An updated notice on the NY website indicates they have a corrected refund in the system for the $71 they shorted me. This is all without any input from me because my dozen phone calls never got through.
So, it's NOT a Turbo Tax problem, it's a NYS problem!
