Now that the IRS has expressed intentions to waive penalties for tax payers whose employers did not withhold enough taxes, how can i find out if that waiver

To request the waiver, you will need to file Form 2210, with your 2018 income tax return. You should check the waiver box in Part II, box A, of the form and include the statement “85% waiver” on the return. (TurboTax will walk you through this process). 

Form 2210 is currently being revised to include this waiver and is estimated to be ready around 1/31/2019.
