Not able to download TD Ameritrade Institutional 1099s

My TD Ameritrade 1099 downloaded with no problem. Not so with my 2 institutional accounts. So, who do I contact? Turbotax, TD Ameritrade, or TD Ameritrade Institutional? Any ideas?

I have TurboTax Premier 2023. Is there a way to delete a duplicate 1099-R form? I entered it manually, and then later downloaded it from by financial institution. Thanks!
