Is the amount of repayment on the 1099g what you owe the government? like its getting taken out of your income tax?

i owe a payment to unemployment, if i put the amount in amount of repayment will that take care of it?

No - The amount of repayment is the amount you already paid back to the government. Any repayments you may owe currently will not come out of your income tax.
