Is the 36.99 fee to keep the state taxes with the federal taxes in addition to the 34.99 fee for Turbo Tax Deluxe or is that the total fee for filing both federal & state

No the 36.99 is just to file the State, it has nothing to do with keeping it with the Federal or the 34.99 for TurboTax Deluxe.  So what you will be charged is approximately 70.00 for both.
