You were supposed to report to move on your 2015 tax return. You would have owed full repayment of the remaining credit balance, or a partial repayment, or no repayment, depending on the financial circumstances of the move. After that, you owe no further repayments.
You will need to file an amended tax return for 2015 to report the move and make any repayment required. You can also file an amended return for 2016 to get the payment back that you made last year that was unnecessary. For 2017, you owe no repayment, however, because the IRS thinks you do, you are blocked from e-filing and you will need to print your tax return and mail it in.
