No form in downloaded PDF for Federal

I completed my taxes this year having made no income. I'm being claimed as a dependent for someone else, and am just filing to prevent any confusion around that. However, when I completed the process and submitted, I was told that TurboTax couldn't e-file for me, and I would need to mail my forms. When I download my forms, there are two summary sheets; one for federal and one for state, but only one actual form (a 1A for WI). The federal summary mentions there being a 1040EZ, but no form printed, and I haven't been able to get one from any of the various download options. What am I missing?

Since you did not have any income, you do not need to file a federal or state return, unless you have a special tax situation (being claimed as a dependent is not included in this). You can check this out at: https://www.irs.gov/uac/do-i-need-to-file-a-tax-return
