NJ tax reconciliation - other subtractions

Line 13H on my K1 - Interest expense - does not carryover to any part of any of my NJ return.  

Is the amount of that Interest Expense deduction permitted to be an "other subtraction" on the Reconciliation page of the NJ tax form?
