My son is working at New York city. August 2018 he moved from NJ to New York city but from August 2018 to December 2018 he forgot to withheld New York city tax form his paycheck. Now how can he calculate and pay the New York City TAX?

He will have to file a New York state part-year resident return, which includes the City return.  He'll be asked to enter the income he made in NY.
