New federal withholding and uneven income

We have extremely uneven income.  How do we fill out the new federal withholding form if we don't know what we will earn for the year?  Some paychecks are $1800 gross.  Some are over $12,000 gross which includes Permanent Change of Station taxable wages.  Then 3 months with no wages at all unless there is a wildland fire, which could be another $6000...   I have tried several online calculators but haven't found one that works for our situation.

It is frustrating when we can not accurately calculate our taxes.  However, what you can do, is use the Calculators through out the year as your income comes in and either adjust your withholdings or make an estimated tax payment to the IRS to make the burden less at tax time.
