It depends on what box 15 says. It should say PA. If it does, you do not need to file a MD return because PA and MD are reciprocal states agreeing that you pay tax in your home state only.
If box 16 says MD, you report your wages in MD as $0. You are not considered to work in MD because of the reciprocal agreement, and MD will refund you all of your withholdings, but you will pay all of the tax you will owe in PA on this same income.
