Need example of computing % of div attributed to US GOVT OBLIGATIONS. If I know that the % is reported as .15%, do I multiple box 1a by .15 or by .0015? Thanks

Your math is correct - .15% is .0015.  For instance, 250 x .15% = 0.375 and 250 x .0015 = 0.375  Either way of doing it will work, if you have a percent key on your calculator.
