My Wife works for a Independent School Dist. and no Fed Income taxes were withheld. Is this normal and if so do I file Married Filing Separate?

Local government employees are not subject to FICA (boxes 4 & 6 on the W-2), because the local govt has a pension plan.

She is subject to income tax withholding (box 2 on the W-2).

You should still file a joint return with her.
