No. A spouse is never a dependent. You just file a Joint return together even if one spouse has no income or small amount. You get a higher Standard Deduction for Joint rather than Married filing Separate.
A spouse can Never be claimed as a dependent. If you are legally married and living together then you can only file as Married Filing Jointly or Married Filing Separately. You should be filing as MFJ even if one spouse has little or no income.
