My wife was in her parents market place policy before we got married i want to know what % she would have to claim and if i can do this with out having her fathers ss#?

Yes, you can enter that without her father's information by using the instructions below. 

As far as allocating the percentage, that would have to be determined by you. It is usually allocated according to who paid the premium. You can even allocate 0% to your wife. 

ALLOCATION OF 1095-A

You would enter your wive's 1095-A as it appears and answer the healthcare questions accordingly.  

Then on the screen after entering the 1095-A, you will check the box indicating that the policy was shared by somebody that is not on your tax return.? It will then prompt you with further questions to determine how much of it is "allocated" to you (even if it is 0%).  

You have the option to claim 100% of the 1095-A on?your tax return, or to "allocate" part (or all) of it to your father-in-law.? If you both agree, the allocation can be anywhere from 0% to 100%.
