No,  You never claim a spouse as a dependent.   Instead you file a joint return.  You can file a joint return even if one spouse has little or no income.   You will get the married joint standard deduction, and if you are eligible, the stimulus amounts for a married filing jointly return.

A spouse is never a dependent. You are equals on your Married Filing Jointly tax return.
