My wife is a KEEP collective consultant and gets commission on all sales. Does the commission on sales for things that she buys for her personal use count as income?

She likes the product and buys it for personal use.  Instead of giving consultants a discount, KEEP pays commissions even on personal sales.

Yes. All commissions paid from all sources for any reason is reportable income to the recipient of that commission.
