My wife donated eggs twice in 2018 and was sent a 1099-MISC for box 7. This isn't her "job." I was told putting it on line 21 of my 1040 is okay. Is this true?

To indicate other income the compensation should have been included in box 3. Box 7 would be considered self-employment income and would be subject to self-employment tax. You should call the provider and ask them to revisit before making the change yourself.
The issue with making the change yourself is that the IRS gets all copies of tax documents. If they receive your return and the categorization doesn't match, that will trigger a letter to you asking for an amendment.
