My W-2G does not have a locality name in box 18 of form turbo will not let me get past this

There should be no entry in box 18.  If you left it blank (empty) and the program still requires an entry then delete the Form W-2G and re-enter the form manually.

If box 16 is blank or a zero then leave boxes 16 - 18 blank in the program.

Same for box 14 ... if it is zero or blank leave boxes 13 - 15 blank.
