My total taxes for 2019 was $15,500 but when I filed, turbotax asked me to pay a lesser amount. Now I have to pay the difference. Why was I asked to pay less earlier?

Why do you think you were asked to pay less?  What do you see on line 23 of your Form 1040?  That is how much you owed the IRS.  Did you see a summary of state and federal tax refunds/tax owed that confused you about how much you needed to pay?  Or did the IRS discover something incorrectly entered on your tax return and say you owe more now?  Did they send you a letter with a letter number or CP number on it?  What exactly does the letter say?

The amount of taxes owed is shown on your federal tax return, Form 1040, on line 23.  That is what you pay.

If you had an underpayment penalty, that amount would be calculated by the IRS and you would be billed for the penalty.
