My Texas drivers license expired and I do not have a Texas ID. I entered I don’t have a DL or ID , but I cannot get Turbo Tax to e- File. I did enter my spouse DL.

Try switching to Forms view (View > Forms). One of the first forms in the list will be your Info Wks (info worksheet). The worksheet may also be immediately viewable when you switch to Forms view. At the bottom of the Info Wks, in the Taxpayer/Spouse Info section, if you don't have a DL or ID, try checking "neither" or "decline." After doing so, run an error check to see whether that fixes the problem.

TT Online does not have Forms view.

Sorry, didn't realize that you were using the online version. Where that version asks for a license or ID, do you have the option of checking something like "neither"? If not, I suggest getting a Texas state ID so that you can e-file (shouldn't be that difficult).
