My tax return is schedule to go into my account on feb 23 does the filing fees get deducted from account soon after.

If you selected the option to have the fees deducted from your federal refund the fees are taken out before you get the refund.  It may add a day or two to your deposit.  It goes though another bank first to take out the fees.

Where did you get the Feb. 23 date?   If it was from TurboTax, it could be an estimate.   Or was that provided by the IRS?
