My tax file got rejected. I am waiting for my wife's 2017 W-2 to fix my return, but I also just received a 1098-T from my university. Can I add that before I re-submit?

Yes, as long as the W2 and the 1098-T are for the same year and the return has not been E-filed you can change anything.
