Leave boxes 15, 16 and 17 blank (empty) on the TurboTax W-2.

Re-enter manually if the problem persists.

Which state? WA has a credit based on the federal EIC to give lower income extra money. If your state truly has no income tax or credits applicable to you, leave the state section blank.
