If the dependents do not have a SSN or an ITIN issued by the IRS they cannot be entered as dependents on a tax return.

Do they live here in the US or do you/they live in another country?  If in this country how long have they lived here/with you?  What is your status?  US citizen, US Resident or Non-Resident Alien?  Are you living in the US with them or living separate from them?
