Yes, answer "no" since you did not receive the third stimulus payment.

• Per IRS: The third economic impact payment in 2021 will not include an additional amount for these children because the third round of payments is based on information from your 2020 or 2019 tax return. If the child is your dependent in 2021, you may claim a 2021 Recovery Rebate Credit for the child, if you’re eligible for the credit, on your 2021 tax return that you will file in 2022.

You  MUST enter all of the third stimulus that you DID get when asked ... the screen asks for ALL of the money you already got.  There is no place in the program to indicate WHO you got the payment for... the program will do the math for you automatically.
